Is it true that the first mobile phone charge you do will determine how much the batery will be charged in the future?.... so if you only charge it a little when you first charge your phone, every charge from then on will only charge however much the first one was charged by?

I think you are describing 'memory effect' and no it shouldn't really matter anymore with more modern batteries. It is preferable to allow the phone to go from fully charged to near enough flat and start again but I don't think it makes much of a difference any more.
 
Nah, as long as you put it through a full use/charge cycle every so often your modern Lithium Ion battery will be quite tolerant to being partially charged; recharged from partial depletion and erratic charging. About the only thing they don't like is being run right all the way down to 0% energy.

Either way, it's the manufacturer who gives the first charge, right before they leave the factory. ;)
