I'm currently speccing up a new rig and have about £1600 budget.
Pretty certain i want to stick with a GTX 780 but the question I have is....

Inno3D GeForce GTX 780 HerculeZ 3000
Gainward GeForce GTX 780 3072MB

These two products are about £100 apart, is it worth going for the cheaper option and overclocking myself or would I never reach the speeds the Inno3D has out of the box? And on the grand scheme of things, is it actually worth it?

I have two Asus P278Q monitors so will be running dual 1440p (one screen gaming and another for browsing etc).

I'd have thought that £100 for some overclocking is a bit over the top. Whether or not you can reach the speeds yourself, it seems quite a lot of money for not that much extra to me.

I recently RMA'ed a base 7970 and replaced it with a 7970 GE. The difference in price was £20. Just for context.
 
My understanding is that the reference coolers are very good, so my advice would be to get the cheapest 780 with a reference cooler and OC it. I think many people are reaching 950MHz+ on their 780s. Check out the Heaven, Fire Strike & Valley benchmark threads as GPU speeds are posted in there.

One thing that may sway your decision is the RMA service of each manufacturer, as some are better than others and it's an expensive GPU.
/edit Gigabyte's version with the reference cooler is only £20 more than the others and their RMA service is done in the UK.
