Is it worth paying more for higher GPU clock speed?

I see that (I am quite new to all this) GPU's of a specific family (e.g. 390x) the cost for these cards typically goes hand in hand with the clock speed that has been achieved by the particular brand. so for example.

I know fan quality will pay a role too but is it worth the extra £10 - £50 when I assume these small clock speed gains can be achieved very easily yourself with even basic OC software. ?

I ask this because I can only afford £300 just now. but willing to make a minor-moderate OC to the card at home.

it is all about the cooler for me
i hve the MSI 390X and it is fun
Hier OC is achievable out of cheaper cards but at expense of noise and heat
so it is a personal choice
 
Overclock it yourself. Sometimes the pre overclocked cards have binned chips that will overclock further, but not always. It's more about the cooler for me. What will keep the card cool and quiet best
 
Hopefully prices will drop a bit before crimbo because Im hoping to get one of the better "named" cards for around the £300 mark.
