Is it worth upgrading?

My current monitor is an lcd tv Philips 32PFL5405H specs

Now im thinking of upgrading to the Acer HN274Hbmiiid 27". What makes me hestitate is first off

Will i see a big improvement in picture quality?
The philips is 60hz so going to 120hz is that way better?
Ill be downgrading screen size so that has also me worried ( i think I cant get a 120hz 30" monitor can I?)

my computer specs are
i5
2x gtx 570
8gb ram
windows 7 64 bit

As you can see I think im not getting the best out of my computer with the philips (Am I wrong?)

I was also thinking of Samsung S27A950D

If youre going to be using this monitor for 3D Gaming (which wouldnt supprise me if you have 2x 570s!) then I would suggest the Samsung IF its 120hz, if not - go with the Acer, however... if your not 3D gaming, see below - may give you a better understanding of how things work.

The 60htz/120htz is the refresh rate of the screen, basically how many times per second it displays an image. The idea of 120htz TVs arose from LCD TVs a few years ago having major problems with what was known as "motion blur", a sort of ghostly afterimage that appeared during fast action scenes due to the LCD pixels not being able to change color fast enough. By making the TVs be able to work at 120hz, they could technically market it as operating faster than plasma (which didn't have the motion blur issue) without really fixing the motion blur effect completely (and by the time these 120htz TVs hit the market, the top end LCDs already were rid of motion blur while still at 60htz). All signals going to the TV (at least currently) are still only 60htz, so you aren't going to actually see any difference between a 120htz TV and a decent 60htz one.
