Is my 7950 performing as it should?

So I recently purchased the Vapour-X 7950 OC version at 950Mhz which for some reason didn't come OC'd, I believe the stock speeds that I had were 800/1200

Running it on a Z68 Extreme 3 Gen3 MB
i5 2500k at Stock @3.30 Ghz
22 and 23 inch monitors at 1920 x 1080
550W PSU

The main game that I play is World of Warcraft, I've noticed when i'm in and around major citys, for example Stormwind City, my fps seems capped at 23-24fps, I upgraded from a vapour-x 5770 and im sure my 5770 was generally performing better than the 7950.

When I leave major citys in WoW, my fps hasn't been past 110, i'd estimate around 40-50 fps in general out of citys, is this normal? should the card be performing better than currently?

WoW settings:

1920 x 1080
AA off/low
Shadows off/low
VSync disabled
High Settings
Current drivers 12.10 (have tried 12.6 too)

Cpu temps idle around 30, not been past 50 while in game.
Gpu temp idles at 52, have not noticed it being much higher while in game.

I've done some research on the card and have found others having fps issues in general not only with WoW but other games, they seem to figure out the issue eventually, none of which have helped me, and I am having slight lag in other games that I have tested.

I've done a slight overclock on the card to 950/1375 along with 20% power settings using CCC overdrive and have not noticed much of a difference in regards to fps.

Any help would be appreciated, thanks.

Could you run Unigine Heaven 3.0 at the following settings:

API = DirectX 11
Tessellation = Normal
Shaders = High
Anisotropy = 4x
Stereo 3D = disabled
Multi monitor = disabled
Anti-aliasing = 4x
Full screen = enabled (yes)
Resolution = 1680x1050 or 1920x1080

Your card should score in the region of 1800+ if it's performing properly :)

Few more things, what's the make and model of your PSU?
And, is your GPU usage always at around 99%?

My PSU is an Antec VP550P

Generally it depends what im doing in a game as to how much activity my card will have, if im just standing in a spot my card is at 500mhz, at first I thought its adobe flash hardware acceleration, I disabled hardware acceleration and I notice my card still will jump up and down from 950mhz to 500mhz, but doesn't seem to remain at 950mhz for long.

Hmmm, a card jumping to 2D clocks in game is never a good sign :confused:

Have you got another system you could try it in?
 
So im in APB reloaded right now just testing, the gpu acitivty stays around 60% and hasn't gone anywhere near 99% is this normal? however the card seems to remain at 950mhz, reaching 60c temp

Definitely not. Can you try monitoring GPU usage in heaven?

Also, it's incredibly unlikely, but could you try overclocking your CPU to 4ghz to see if that makes a difference?

Some games have horrible GPU Utilization either because of bad optimization or because the game is bottlenecked usually by the CPU(im not saying this is the case). I would run as suggested the heaven bench. You could reinstall the drivers as I highly doubt its due to hardware mailfunction.

How do I monitor my GPU usage in heaven? Not too sure.

As for the CPU overclocking I wouldn't know where to begin, i'm not too knowledge in that.
