Is my 7970 faulty?

Hello

I mainly run Milkyway@home on my 7970 VTX3D Edition X. I've tried overclocking it in the past to no avail, so it stays on it's stock clocks of 1050/1425. I've put a prolimatech MK-26 cooler on it and today tried to attach a 5400rpm typhoon. It was so noisy and I cannot seem to control the speeds so I've boxed it back up and put the previous 120mm fan back on.

Now I've closed the case back up but everytime I go to put BOINc back on my computer crashes. I've lowered the clocks to 925/1375 and it ran for 2 hours fine. But within 10 secs of running BOINC on stock settings (I've just deleted CCC, ran driver sweeper and installed 12.9 to account for faulty settings/driver) I get a system crash.

Any tips on how to fix this or has my card developed an issue?
 
If its failing at the stock OC of 1050/1425 but not on a reference clock of 925/1375 I'd be pointing the finger at the factory OC.

What are the stock load voltages with the factory OC? May just need a little nudge :)
