Is my AX1500i dead?

My AX1500i PSU maybe faulty. When I start my PC the PSU wont start. To test I.....

If I plug the mains socket in and press the Self-Test the fan spins then if I press the Self-Test one green light comes on the it switches of, however if I test the motherboard when I press the Dr power to start, it switches off.

I have tested the Dr Power unit on another PSU and the MB test works fine.

Am I correct is it faulty? See video...

I have also now done the Paper Clip test. The power comes on for a few seconds then cuts out.
