Just tried to run GTA V at 4k with GTA Redux mod and was struggling for FPS, getting around 15? I've seen some videos and people have been getting 60 fps on gta 5 vanilla at 4k? I have the following parts :

Gigabyte Xtreme 1060 6gb in OC mode

i5 6600 CPU 3.3Ghz

16GB Corsair Ram 2666MHz

450W Super flower PSU

MSI Z170 PC MATE MOBO

it isn't just this game either, I tried Squad and was only getting 20 fps stood still at 4k too
 
But how are people getting 60 fps at 4k with the same card? I don't understand?

To get 4k 60fps with a 1060 you will need to turn MSAA off completely, almost all of the other settings to Normal, plus all of the advanced settings turned off. I feel an honest assessment of your specs shows me you are only bottlenecked by choosing a 1060 if you expect 4k 60fps gaming with heavy graphics mods.

Did you notice that on the Redux Mod website it clearly states it is a graphic advancement mod and can lower your fps by 10-15fps over the stock game?

A 1080 is going to struggle to give you 4k at 60fps in modern graphics intensive titles, let a lone a 1060.

GTA V is a brute of a game to max out, you need 4 Titans @2160p.

Don't believe the rubbish some of the review sites post.

Turn the settings down a bit and enjoy the game.:)
 
Your machine actually looks nicely balanced. I run GTA V at 1080p and my 1060 can't totally max that whereas my 1080 just about can!

I just tried gta at 4k via vsr with my rx 480 & was quite suprised at how well it performed - no extended sliders but most other settings maxed, no aa & was averaging 40fps (night in the city),

Think I'll have a play to see how many settings I need to drop to get close to 60. Your 1060 should run gta a bit better than my 480 & it looks great anyway so do you need mods? This was single player mode though, no idea about multiplayer!
