Is my CPU going crazy?

I build my pc yesterday, and throughout those 2 days, my processor goes nuts?
It runs at 55 degrees idle, and it jumps to 65-70 and cools down. After 3-4 seconds it doest that again
I have no problems while gaming though, I was running Metro Exodus max settings and the processor was at stable 65. What could be the issue?

Specs if needed:
Strix B450-f Gaming
Ryzen 5 3600x
Gigabyte GeForce RTX 2060 Super Windforce OC
2x8 3200mhz HyperX Predator
Seasonic Focus GX-550W 80 Plus Gold

UPDATE: Forgot to mention Im using an aftermarket cooler
CoolerMaster Hyper 212 Black Edition

I have a 3600 and even when gaming it tends not to get up to 65ºC. To me it sounds like you have some sort of cooling issue. I suggest remounting your cpu cooler and checking the: thermal paste; that the cooler was mounted sufficiently tightly; and make sure that any plastic films on the cooler etc have been removed.
 
I did that a couple of times, the weirdest part is while playing any game it doesnt do that, it only does that while in idle. Any game I play it doesnt go hotter than 70
 
Update the bios to the latest, 1.0.0.4 B is now available for x370 boards so it should be for yours. Also make sure you have the AMD chipset driver installed, set it to balanced, also make sure "cool'n'quiet" is enabled in the bios.

I would be looking into the voltage that the CPU is running at because the temps are too high as you've double checked the cooler mounting. Zen2 can ramp the voltage quite aggressively, for some too aggressively, and the result is higher than expected temps.
