Is my CPU throttling?

I had my OC @ 4.8 but with certain games it wasn't stable so dropped down to 4.7 then I noticed this would happen on CPU-Z

That's on high performance mode in power options, I've tried using Fixed OC mode and it just stays pinned @ 4.7 the whole time on every core but when using offset I get this happening

So is my OC unstable? (despite working on fixed)
or is something else happening?

All turbo ratios on auto? Try manual for each one same as CPU clock

CPU ratio is on All Core x47
Additional turbo voltage +0.04

can't see any turbo ratio's ?

Might be different on asrock

When you stress test do all cores go to 4.7ghz in core temp and all at 100% load

yeah seems to, not sure about cpu-z though. Core temp is reporting 4.7 when under any load
