Is my GTX 1050 really using 35w at idle?

Hello, is HWINFO telling me the truth, my very old GTX1050 is using 35watts at idle in Windows?

The temperature looks too low and the fans aren't spinning, which I'd expect them to be @ 35 watt.

What resolution/refresh is your monitor?
 
How much power is the total PC pulling at the wall at idle?

Tech power up won't be accounting for the PCIE socket usage. Stick a GPU in any system instead of booting up with only the built in CPU's APU, and you are talking a 30W difference usually.
