Is my PSU DOA?

Hi,

Recently ordered some stuff and put ti all together. I ordered the EVGA 650GS. So I turn it on and boot to USB to install Windows. The PSU is making a very high pitched whine sound. Not alarming per se, just a steady high pitched (but not overly loud) noise. It didn't sound like the fan was on but it's at the side and I couldn't see in; either way the PSU didn't feel overly hot or anything.

So Windows get to about 86% copying files then the power goes off to the entire system. The CPU and its heatsink were spinning fine. The graphics card was powered on and its fans were also spinning. I couldn't get power to run back through the system after this. Will try again in a bit. It looks as though occasionally the fan will move a cm or so like it's going to start but then doesn't.

I had 2 x PCI-E going to the Radeon 380, the 8 pin CPU and 2 x MB going into the motherboard connectors. And I had the HDD going into the SATA pins. Eco mode was off.

Suggestions/thoughts/help welcome
 
I think the noise you describe is PSU coil whine.

I am not sure how EVGA handle coil whine, but with Corsair you can RMA for a new one.

Whilst I agree that the noise does indeed sound like coil whine the fact that the PSU now doesn't want to power up seems far more worrying.

Test the PSU by shorting any green and black wire like this:


If the fan still doesn't start it's almost certainly dead.

Thanks, I used the provided pin test tool by EVGA. ECO mode was off. When I did the test, the fan span for about 5 rotations then just stopped. I think it should be continuous?
