Is My PSU Dying?

Recently I have begun having problems starting my PC.

The problem appears in 2 ways, either:

a) Turn on and nothing happens at all, or

b) The power and HDD lights come on and the fan spins for at most a couple of seconds, then dies.

To enable boot-up I need to unplug the power cord and plug it back in again.

This only happens when the PC is turned off overnight, the PC then runs flawlessly the rest of the day including reboots and powerr down/up.

The PSU is a Hiper 580W about 9-12 months old.

According to Everest it is producing the following voltages:

Another issue that is concerning me is heat - My Pentium 820D with stock cooler is running at 65C idle and 90C under load (not currently overclocked)
 
That does sound like a psu problem yes. If you can, replace it with a spare to test it, if not that psu should have a 3 year warranty so you should be able to send it back and get a replacement or preferably a refund.
You could also buy a psu to use to test it and then send it back under distance selling act providing it was sent back in the condition you recieved it.

As for the cpu, yes thats hot and it will be throttling resulting in reduced performance. If i were you i would get a decent cooler to get lower temps, lower noise levels and to overclock it, but you may find reseating the heatsink helps a bit.
 
I don't have a spare psu to test it with - might try buying one and testing, if this one is faulty will OCUK give a refund rather than replace.

Doing it this way will mean I'm not without a PSU.

Have the hiper type R's started to develop a reputation for unreliability?

Yes, due to lots of threads like this. If you have the choice, get a refund. If i were you i would try sending it back first but thats a bit of a problem if you need the pc.
You can't really buy a psu to use for a few weeks while you wait for the hiper to be refunded/replaced because you can only send the new one back within 7 days of purchase so you would have to keep it.
 
Souns like a very similar problem that devoloped with my Type-R,it worked flawlessly for around 8 months or so,then random power offs etc.My 12v rail was also dropping really low,looks like yours is a bit high side if anything.

Got rid of it,changed to an OCZ gamexstream & not had any problems since
