Is my PSU fan broken? or not under enough load to activate?

Hi there,
I have a question... I have an x-strike 800w silver cert psu and after calculating load I have under 400w of load, I checked the dust filter on the intake fan for the psu and there was not a spec! Is it likely that the fan is faulty or that the load placed on the psu is not enough to trigger the fan coming on? As it has intelligent fan monitoring or something. ... do I need to be concerned? Is there any way of testing the fan?

It is not a hybrid or semi passive psu so the fan should be spinning all the time. From what I have found out it's a unit built by Andyson with a single 12v rail of 792w. The minimum fan speed is 600rpm which gradually increases to 1600rpm as load is applied. As yours is not spinning at all there us something wrong with it. There is a review here.
