is my PSU faulty ?

I bought a super flower 1000w PSU few weeks back ,I setup my new x99system last night
When I switched on for the first time there was a big cloud of smoke and glowing orange wire from were one of the fan wire had shorted on the case the wire is destroyed and the PSU never cut off I had to switch it off from the wall .
Isn't it supposed to have short circuit protection shouldn't it have shut down its self ?
Not sure what to do there could have been a nasty fire if I want in and the kid had switched it on
Some advise please

A 1000W PSU delivers a lot of power so a short on a thin fan wire is unlikely to last long enough to overload the PSU.

There shouldn't be anything in the PC case that will cause a fire from a wire like that shorting and melting.
