is my psu the problem?

hi guys for the past few weeks my pc has been acting strange i think my psu is on the way out but not sure so want some advice and opions please.
sometimes when i shutdown restart or press button on pc to boot up pc is unreponsive what i mean by this is when it goes to shutdown monitor turns off as per normal with shutdowns. but pc will stay on with no hd activity what so ever?. i then have to manually turn off via button on pc. when i then try to turn on pc via button pc will start up video card fan spinning psu is on but no hd light activity and monitor is unreponsive with flashing light on power light as when you havent a video card connected to monitor if u get me. if i try and press restart button on pc. pc will completly turn off as if ive just kept my finger pressed on the power button.
also have problems with sleep mode where sometimes it wont sleep monitor turns off but pc will stay on and again no hd acitivty and have to turn off manually? all power options in control panel are set correctlly as far as i know
im sure a 600 watt psu is more than enough for my rig and its £80 so its not that cheap not sure??

is there a problem with nvdia drivers which can do all this i wouldnt have thought so?
