Is possible to benchmark Windows and Chrome performance?

I did a fresh install of Windows 10 a few days ago and it feels like performance has taken a hit in general Windows use (just opening folders, programs etc) as well as Chrome (loading Youtube particularly).

Is there a way to benchmark this aspect of a computer's performance?
