is slow loading on an old system age related?

im just curious.

since getting my intel itx, it would fire up then turn off after a second or 2 then fire up again and carry on running, it can also be slow to display unless its a reboot and this doesnt matter if i use a hdd or an ssd or gpu/igpu, i should probably rule out windows as this is more hardware specific id have said, so would this be down to a configuration in the bios for gigabyte boards or just the fact its a 1st gen?
 
well i had the power supply since last year, it was a brand new never been opened, private sale RMA replacement, but they upgraded before this one arrived, so i am the first one to be using it, its been great, its the EVGA Supernova GS 550w gold fully modular, that shouldnt be the problem though, when i first got this intel build it was in my other smaller case i fitted a 300w 80 bronze fsp unit in and did the same.

when i first got it there was a running issue as described in the description, turned out to be ram related as it would just stop/start on a rewind motion, so its been running fine since fitting new(but used) ram, its even been doing this after trying to replace the cpu that turned out to be dead meaning fresh paste putting i3 back in.
 
Power off thn soft reboot can be indicative of BIOS setting getting reconfigured and requiring a restart. Is the CMOS battery holding the settings? Overclock gone wonky?
 
Check the BIOS is up to date.
Clear the CMOS. Load the optimised defaults, then tweak to tell it to do quick boot etc.
Change the battery if its still got issues.
