Is the CPU involved in any way with mobo CPU fan control?

Hi.

Probably a strange question and I obviously realise that no CPU equals no boot so strictly speaking yes but I'm trying to find out for sure whether my assumption that the process is as simple as the mobo adjusts the fan speed depending on the temperature of the cores is correct.

Or, does the CPU have any part to play in this at all?

Another way of getting the information I need is by asking where the CPU has any part to play in throttling or is it all done by BIOS/Windows?

Just to trying to finally isolate my PC problems before I RMA my mobo.

Long story but I think that every 5th or so cold boot my CPU fan (or H60 pump in my case) isn't being triggered (sleep/wake cycle sorts it out).

I do need to do some final testing to make sure 100% it's not the pump of my H60 though.

If I go back to the stock cooler and find it still happening then I need a best guess as to where the problem lies, CPU or mobo.
