Is the difference between 30ms input lag and 09ms input lag noticable?

I am trying to choose between an HDTV and new monitor. The HDTV has a 30ms input lag and the new monitor has 09ms input lag. Do you think there is a noticeable difference between the two? (bear in mind this is input lag and no response time).

Depends for general desktop use and casual gaming you might not notice any difference but for fast paced fps games with keyboard and mouse you will probably find anything over 12-16ms noticeable.

Yea I play a lot of fast paced fps so I probably would notice then.
