The most powerful bus powered card atm is the 7750...but the prices have gone up, they were £61 the other day - Now £72
What's he using it for? Gaming? Or just to display a picture?
If it's for gaming, i would suggest he saves the extra for the 7750, anything less than this and gaming will be a chore (depending on screen res etc) If it's just for general use, then grabbing a 5450 for £12.50 is best.

There is slot powered HD7750s, they come in at more than £50 though. In budget is the 6670 (there is an identical 7670, this is OEM only so if you see it for sale warranty will be suspect). FWIW I use one of these at work, not bad at low resolutions for gaming
