Is the intel i5 5200u really that bad?

I bought a Dell 15 7000 laptop with intel i5 5200u, 6GB of RAM, 1TB of 5400rpm HDD, with 1080p IPS touch screen, running Windows 10 Home. Web browsing is slow and doing general stuff takes longer than usual. Is this because of the slow HDD or of the slow processor?
 
I just got a XPS 13 with a i7-5600U and a SSD and it's quite quick and very nice to use.

There isn't that much difference between the processors. There is a massive difference between a 5400rpm HDD and even a mediocre SSD. I wouldn't use a 5400rpm disk of any form factor as an OS drive.
 
I'd say HDD out of those two but those aren't the only variables that could slow web browsing down. A new laptop is likely filled with all kinds of vendor bloatware which could affect the speed too. Have you tried a different browser such as Chrome?

Yeah I removed all the bloatware and I use Chrome. I'll try and downgrade back to windows 8.1 and see how it runs

I wouldnt bother as that's not the problem. When I buy a laptop I always do a clean install so all preinstalled stuff is removed. Plus not having a SSD doesn't help either.
