Is the word chav offensive?

Well of course they would, it still is the matter of the perceiver, if they are overly sensitive about something that they had nothing to do with, then they are at fault.

I am not saying the person slinging slurs is not at fault either, but i suppose it depends on the tone and other associated things.

I think we're agreeing here? I personally wouldn't care less. People can call me whatever they like.
 
I'm not saying whether or not they're justified in being offended. The N word was created ages ago as a derogatory term, just like jap. Pretty sure black people would still get offended now.

Slight difference being "Jap" is short for "Japanese", whereas the "N" word isn't short for "black person" (unless your spelling is REALLY bad :D)
 
but Nip is short for Nipon, which is their name for japan.

technically abbreviations shouldnt be offensive. its just stupid really. too many people abuse the abbreviation for Pakistani though so we are all screwed!

The problem with that abbreviation though is it's history of being applied to anyone from southern Asian. The vast majority of the people who use the P word don't tend to care much that the person they're talking about is an Indian or a Bangladeshi.
 
Can be.

If used to describe all working class people / families in council estates, yes it's offensive.

If used to completely dehumanize the people you're talking about, it's offensive.

Just using it to describe Burberry-wearing troublemakers is not offensive.

Well that's just ignorance :p

The N word is derived from the Spanish for black though so of itself isn't intrinsically evil.

But when used in English language it does - I can't imagine black people in Spain get insulted by Spanish people using the word negra/negro when speaking Spanish.

Anyway, this is off-topic, Chav is offensive and should be used as such!
 
I assume if there are numbers of people that are offended by the term/phrase then it is deemed offensive.

They will always offend someone. Just depends on your audience. There words that we may find acceptable and normal to use but around other countries/cultures would be considered offensive.
So in conclusion, yes.

A Ned = Non-Educated Delinquint. Neds = a group of more than 1 Ned

According to Wikipedia, it means the following:

The term has its origins in the Romani word chavi, meaning "child" or "chavo", meaning "boy", or "chavvy", meaning "youth".

I think the use of the term Chav has been a bit overused nowadays. It used to refer to quite a specific subset of youth, a troublemaker, usually clad in a tracksuit with a burberry cap.

What's changed is that youth fashion has moved on a little, so Chavs don't dress like stereotypical Chavs anymore. Further to that, a lot of people label anything cheap as Chavvy, or anyone as a Chav, so it's really moved on from it's original target.
