is there a distro with all codecs built in?

nope (afaik and 32bit only for the time being) and nope.

Though it's not exactly difficult to install them with package managers like apt-get.
 
Freespire does a good job. Xandros and Mandriva are also good but aren't free.

Install MPlayer or VLC and you will go a long way to getting wmv support. .mov might be a problem though.
 
Ubuntu Feisty Fawn has automatic codec downloading now. VLC handles most stuff though.
 
Sabayon handled every format I threw at it, but it's a bit bleeding edge, so be prepared to struggle with other stuff instead.

I like the auto codec download thingy in the latest Ubuntu... good idea :)
