I remember such a game 25-30 years ago and it was fun to bet little bits of money on CPU vs CPU 3-minute games.

There is a mod for FIFA 21 which lets you do CPU v CPU useful in Career mode if you want the match day engine instead of the simple graphics

Also on a slightly side topic the old FIFA Manager 2014 game there is a group of fans who mod it every year and the 2022 mod is out. Also updates the graphics etc with the FIFA teams/faces etc etc its a massive mod. (I always preferred FIFA Manager over the others)
