I am looking for a free utility that will rename/replace parts of file names in batches.

I think he's after a batch file-name-editor not a batch-file name-editor.

For the latter I use Windows Explorer, for the former the above suggestion is probably fine, though I usually just knock up a quick Python script to do it.

cmd.exe may be sufficient, what are you trying to do?
