Someone told me its down.

Its up for me, but when i just tried to pay someone from ebay, its coming up telling me i have reached my sending limit, and i need to check my statment for an Expanded Use Number

This transaction exceeds your remaining Sending Limit. Please complete your enrolment in the Expanded Use Programme. You will then be allowed to send more money

I've never had this before, and i'm no where near my "limits".

The Expanded Use Number is a randomly generated 4-digit number that PayPal issues to account holders to further "secure" their transactions. When required, account holders must go through the Expanded Use enrollment process, after which they will get the EUN number after 3 to 4 business days, before they can do any transaction.
