Is there a setting that allows for better overclocking with Skylake?

I am having trouble getting my CPU past 4.48 GHZs (currently at 1.45 volts), my E3 1230V5 scaled beautifully up to 4.3 GHZs with about 1.33 volts and 128 BCLK Clock to be stable (could probably be lower).

What I am wondering is there a setting on Skylake that can be the difference between posting and not posting. I know on LGA 1366 and LGA 775 PCIE Clock speed was the key to higher overclocks.

My Specs:
Asrock E3V5 Gaming OC bios 7.20 (latest bios)
E3 1230V5
GTX 1070
16 DDR4 running at 2816mhzs with 15-16-40
750watt PSU
 
Is it a k chip? What chip is it exactly?

I'm not sure that board supports skylake?

But to answer your question, you can overclock skylake K chips independently from ram and pcie etc.

That said you may as well look at the newer kaby lake chips if you're upgrading the whole system, they are only marginally better than skylake but cost about the same.

It's a not a K chip it's the Xeon equivalent to the 6700K, therefore you have to overclock using Base clock speeds which affects pretty much everything. I was just wondering if there was a setting that would help improve stability other than the usual like the C states, voltages, etc.
