Is there a way to wire a fan to run all the time?

My laptop is a Dell XPS M1530. The fan only kicks in at fairly high temps and then goes off again, it never runs steadily in the background which would be nice. Now I've done some research and discovered that there is absolutely no way at all to get this fan to run all the time by altering anything in the BIOS or using a third party software application so is there another way to hook something up to the fan externally with some wiring and a battery which will make the fan run permanently at full speed?.

Ta. Not bothered about the noise as even when it runs full pelt its almost silent. So just disconnect the blue wire?. Easy. ta. :)
 
If it's anything like me M1330, lots of noise. If it's really hot (and the chassis on these do get hot anyway) have you checked the heatsink for fluff/dust? The fan assembly is really easy to remove on these
