Is there any way to force GPU2 as primary one?

Hey there,

I have 2x 7950 cards (spec in cig).
I was wondering if there is any way of using my bottom graphics card as primary one? as I run with ulps enabled so only one gpu is enabled when not gaming for cool and quiet desktop use, and there is very little space between my graphics cards so my top card apart from being hotter anyway the fans are noisier as they are dragging air in through a 1cm gap rather than inches of space.

Iv checked my bios to see if theres any way of forcing pci-e slot 2 as primary, theres nothing in there.

Any ideas if it is possible at all?

hmm, iv tried disabling ulps then rebooting, then swapping my monitor to my second card, and theres no display at all? can't get no display from the second card
 
update, I had to disable crossfire, then change monitor to second card, then enable it, iv tried re-enabling ulps, but the top card isn't turning off to save power with my monitor connected to the bottom one.

and also until I get onto windows loading screen with my monitor in the second card, I don't get any display, guessing that's because my motherboard is using the top card as default, theres no way to change this in the bios unfortunately.

so im guessing that what I was trying to do, use the bottom card and turn the top one off unless in a game isn't possible I don't think
