Is there any way to "skin" the apple UI?

I prefer using the dark skin, but it's actually a little too dark for me, and I prefer something more like the Nord UI:

I was wondering if there was any way to customise the Mac UI to use this colour language?

Outside of the theme/accent options within the 'Appearance' settings, changing icons and using custom dock apps like uBar, MacOS is pretty limiting.

You use to be able to edit "car" accent/theme files using something like ThemeEngine but i would be surprised if that still works.
