Is there anything we can do?

For years now we've never been able to get a decent speed on our broadband. Currently we are with Sky on the 20mb package (comes with TV) and our download speed has never exceeded 1.5mbps. This is on an ADSL line. I have Virgin cable at uni and we've been happy with that and so I've suggested it to my Dad. However, our house is on a small cul-de-sac and none of the houses in the cul-de-sac have a cable line. All of the houses just outside of it can get fibre optic. This was tested with Virgin's online services checker.

Now, the only way I can see us getting faster speeds is by either having a cable line installed or having our telephone line 'upgraded' to support faster speeds. Is there anything we can do to get Virgin to install a cable or would it be a case of needing all the neighbours to request it as well before anything gets done?

Apologies if anything I've said is inaccurate, I have no clue when it comes to networking!
 
It's very unlikely that Virgin would route cable down your street now. If it missed the initial run-out then you are basically not going to get it anytime soon. It's very expensive to lay cables and this is probably the reason so many cable companies went out of business. If VM were to lay cables they would do it an area larger than a cul-de-sac to minimise costs and maximise returns.

If you are too far from the telephone exchange then that's not going to change either unless BT roll out fibre to cabinet to your area.

1.5Mbit suggests you are a good few km from the exchange, at least by virtue of cable length, and this speed will likely be unnaffected by a change between ADSL and ADSL2+.
