allows you to edit you icon layouts from your pc? i seem to recall doing this in the days of my 4s, just switched from android to the 12 pro max

No. They killed that a while ago, unfortunately.

Ah that sucks, in which case the only way I can think you could do it is with Apple Configurator but you'd need a Mac for that.
