is this a cpu problem

heres the set up
lots of new parts well couple off ebay
put all together press power button

cpu fan tries to turn then stops without going even 1/8 revolution.

take cpu out

press start button everything else fires up as normal
is this a vcommon sign of buggered cpu

specs are

asus pk5 green crossfire
2gb 6400 800mhz ocz ddr2 ram
x1950 pro
ez cool jsp-700 700w psu

tested all the other parts execpt ram and cpu on mate comp and all seemed to be working

green light is on mobo when connected any help would be great cheers
 
Does the PC post when turned on, what are the temps in the BIOS.
Sometimes the can slow down / stop if below a certain temperature, built a friends PC and this does the same.

Couple of obvious questions: Have you plugged the 4 pin or 8 pin power by the CPU, check all power cables are correctly seated, and perhaps try resetting the CMOS.

Just checked the manual (god the asus website is so **** slow) it shows it in the bottom right hand corner (looking long ways) below the connectors for LEDS and power on switch labeled CLRTC.

That could be a problem or might be DOA board might be the case of sending it back under warranty.

Out of curiosity have tried this outside your case with your motherboard on insulated foam and box!

slight problem on the warranty front the good old ebay was to blame, im a sucka for a deal.
havent tried that but its out now as i have put my old system in can i run the psu out of the case aswell
