Is this a dead pixel?

Hey folks just got the OcUK value 19" Hanns-G widescreen monitor today and as this is my first ever TFT I'm not sure but I think I have a dead pixel. It seems to always be red, its most noticable against a black background, but is still visible if you look against other backdrops. Here is a picture I took of it (had to cover the swearies in the guys xfire name

This is really frustrating as I noticed it the instant I booted up windows, can I return it and ask for a replacement?

Rubbing it didn't do anything.

Still the same, ever since I switched it on its been like this, When I view a pure white background eg google page its fine and goes white, but anything else and the wee blighter stays red. It would be ok if it was tucked away in a corner but its pretty much in the centre at my eye line.

Tried it, has made no difference. I had another program too that made a block of pixel change colour every few milli seconds, didn't work either.
