Some are, some aren't bios dependent, but, iirc a bios flash unlocks it, but get clarification first.
This one is fully core/vram unlocked using His iTurbo:
1 x HIS HD 7950 IceQ BOOST 3072MB GDDR5 PCI-Express Graphics Card (H795QC3G2M) with Crysis 3 & Bioshock PC Games £239.99
Personally prefer the cooler over the WF too.

Ok it was for my friend and he is ordered it now anyway so I guess I will find out when he gets it.
I will hopefully be ordering one next week and would prefer gigabyte because of warranty.
Any one know for sure if the gigabyte 7950 can be unlocked with bios flash if it does turn up locked?
