Is this a red light traffic camera?

I'm sure locals will recognise this... Does anyone know if either of the two cameras are red light cameras or just infrared cameras for traffic management?

As said, these are related to the function of the traffic lights based on current traffic and pedestrians using the crossing. You will not get a fine from one of those

Traffic light cameras are in front of the light so it can take a picture if you go though it. How would cameras on the actual light do this?

I have seen them on lights for many years, even those temporary road work lights. Always wondered what they do.

They were installed a little while ago by the CIA to keep an eye on us.
