Is this a Reference design card?

No it is now. The reference one has the blower style fan at the front of the card not in the middle.
 
According to EK Waterblocks the card pictured appears to be a reference design.

It's a bit confusing as for the card pictured the model number OcUK use is different than MSI or EK.
OcUK - R7950-3GD5/OC BE G
MSI - R7950-2PMD3GD5/OC
EK - R7950-2PMD3GD5/OC​

The model number OcUK use seems to belong to a version of the Twin Frozr III.

I'd suggest you post in Customer Service/do some more research/wait for some more answers before committing yourself.
 
I would expect reference pcb. Msi only tend to change pcb for frozr/lightnings.

Edit: ltmatt put some breakdown pics up, looks ref 7950 pcb to me.

Compare that pcb^ to the one on cooling configurator, if my memory serves me well, those caps and chips all look reference position :)
