Is this a symptom of OB graphics

My new system has Gigabyte motherboard Z87 -HD3 with on board graphics and also have i5 Haswell and 8g memory

Just looking through my photo's I noticed each one that came up was slightly pixalated for fraction of a second then it focused in - Is that due to onboard graphics and if so what sort of GFX card would smooth that out.

Right -- I have just read this again and don't know if this would affect it - I have a SSD drive and a ordinary HDD - My camera prog I loaded to secondary HDD -- so would that fact give the symptom's I see although I am assuming I am looking at pictures from "E" and not through "C" drive.

It's not due to onboard graphics, I have the same thing, I think it's where the image is loading, Photos can get quite large tbh so they take a little longer to open up :)
