Is this an ISP problem?

Just done a few speedtests as have been somewhat unable to browse either the BBC or MS sites both of which contain info I want :(

I got these results:

27/5/2006:

TIME: 19:35
Speedtest.bbmax.co.uk Results:

DOWN: 1802Kbps (1.8Mb)
UP: 261Kbps (0.3Mb)


TIME: 19:37

ADSLGuide Speedtest Results:

DOWN: 1951.4Kbps (1.9Mb)
UP: 371.9Kbps (0.4Mb)


TIME: 19:44

BT Speedtester Results:

DOWN: 5289Kbps
UP: N/A

Would this indicate some sort of ISP problem rather than a line problem? I am using a Netgear DG834GT (heard these aren't so good - is this true?) with the following current stats: (Firmware Version V1.02.04)

Line Attenuation 	32.0 db 	17.0 db
Noise Margin 	         5.4 db 	23.0 db


As you can see the BT Speedtest gives a massively increased figure but I'm getting performance nowhere near that. What next?
