Is this CPU dead ⚰️?

I bought a used 8700k, it has a SMD capacitor on the underside which looks cracked or like it's been bent. The PC can't get into windows it just blue screens. I can sit in the BIOS without any issues though, do you think a fresh windows install could fix any driver issues or is it more than likely dead?

Note: changed from an i5-8400 to the i7 without uninstalling drivers. Motherboard, ram, PSU and graphics all work fine
 
I would at least try a clean install first, even on a spare hdd or ssd if possible.

That's exactly what I did!

I put my old CPU back in and it booted and ran fine, so I made a bootable USB drive and installed windows fresh on a new SSD with the i7. It seems to be okay and does stress tests just fine, but I tried just rebooting the PC a few times to test the stability and a couple of times it blue screened again, only to boot the next time. Weird.
