Is this done on photoshop?

In the bottom right there is an outline drawing of a man(this is the only bit im am interested in). Is this done with a filter applied to a photo of is it a pencil drawing scanned in.

Basically how do i achieve this effect, from a photo i have with out having to spend hours drawing around it with a pen tool in photoshop??

I'd say that that has been done in adobe illustrator, or in photoshop with the pen tool. You might be able to get something similar with the contour filter in photoshop, but the results wont be very good IMO.
