Is this Ghosting?

Quick question..

I've been playing my PC a lot more recently and I've noticed something that is playing on my OCD a little lol.

In a nutshell, walking or running forward in games such as Fallout 4 or Rainbow 6 results in the surrounding areas becoming slightly blurry, lets say a little less sharp/crisp until you stand still again.

I don't think it's something most people would notice. Like I said, now that I've seen it I can't unsee it lol.

When I first got my monitor I noticed ghosting of the mouse and stuff, or name plates in Diablo, but I got over it.

I'm just wondering if this is caused by my monitor? It's nothing special. A Samsung Syncmaster S23B300B (5ms)

If it is my monitor, great! I'll start secretly planning my next upgrade away from my girlfriend. If not, I'm wondering what it is and how it can be fixed?

Its normal, but also depends on Overdrive setting and the likes.
Motionblur in games.
TXAA etc.

If you want less blur, get a high refreshrate monitor.
 
I found out immediately after posting this that is is the TXAA in those games that cause it to become so blurry when moving. Quite an eyesore, but better than FXAA I guess.

At least knowing it's just a setting than I can switch off if I like and not my monitor will help me deal with it lol.
