Is this graphics card broken? : Pic inside

I applied all updates via Windows Update, yeah. Not tried a registry cleaner, no. Do you think that will make much difference?. I'm a bit sceptical of their ability to solve issues such as this but that said, I'll try anything just now.

I did try a System Restore back to a few different ones in the past including the oldest one but that didn't help.
