Yes.

Not at all really. Heatspreaders on modern RAM seem to be more for aesthetics than anything and at most would only shve a couple of degrees off.

If I were to hold off buying the PC until September, do you think I'd be looking at better prices then?

Want to know if I'll save more money buying this now vs. if I were looking at prices in Sept.
 
Memory prices have been consistently low for quite a long time so prices won't fluctuate too much between now and then I'd imagine. Other components will most definately with Ivy Bridge coming out in a few weeks, Z77 mobo's next week and so on.
 
That particular memory produces very little heat, so it doesn't need the spreaders. I'd go for cheap memory when deciding what components you want, and then swap to the Samsung if you have money left. Spending more on a CPU or GPU would net you more performance than spending on memory instead.
