Is this mould?

Can anyone advise if this is mould or something else?

This is happening in my girls room and it is the only room in the house that is affected. We do not dry any clothes in this room (not even sure if this would cause this) and we have only noticed it in the last month or so. We have lived in the house since July.

The wallpaper was striped with new lining paper put up and then painted and this is above the window.

Thanks for the replies,

The windows are double glazed but they look decades old, have so many draughts coming from outside, we never have any of the windows open.

We are looking to get the windows replaced some time this year.

Could this be condensation from the window do you think?

We have seen you can buy mould spray, is this something you think we should use and then wait and see if it comes back?

Was the mould painted over without being treated?

I stripped the wallpaper and did not see anything untoward before we put the lining paper up.

Thanks for the replies guys, what's the best way to deal with this can you advise?

As I've said before, I've seen mould spray at hardware stores. Will this take the paint off? I'd imagine it would need repainted anyway.
