Is this normal?

Hey guys,

My mate was talking to be the other day about having temperature issues with his 2600k, I told him to replace the stock fan for the Gelid Tranquillo and it should improve dramatically.

He doesn't overclock and another business built the system up for him, can't name it on here obviously.

But when he fitted it he was disappointed with the results.

But when he sent me an image, I was weary of the voltage.

Is this normal for a non-overclocked 2600k?

I use a 2600k under a Corsair H60 (with 1 fan) for work at stock speeds and last time I checked in the current UK temps it was roughly 32 - 34 Celcius on all cores at idle, and somewhere around mid to high 50's when rendering in Sony Vegas at near enough full CPU load on all cores/threads.
 
Well he vamped it up to 100% on the BIOS and he can barely hear anything. temperatures down to 30-35*C.

He's going to buy a new case soon, so that should improve airflow as well.
