Is it possible to build a PC that can run Crysis 2 DX11 with maximum everything at 1080p with V-Sync on and, get a frame rate that will never drop bellow 60 fps?

Regarding 120hz monitors.

Am I right in thinking that if V sync is enabled but you don't hit a minimum of 120 fps at all times, during frame rate dips bellow 120 fps the frame rate will drop to 90 fps (tripple buffer enabled) or 60 fps, which will cause noticeable stuttering?
