Is it possible to build a PC that can run Crysis 2 DX11 with maximum everything at 1080p with V-Sync on and, get a frame rate that will never drop bellow 60 fps?

Do you mean crysis 2 DX11?

Looking at this review, a GTX 590 + 4.4GHz i7 990X can achieve performance in that game at 1080p (maximum settings, DX11) of 75FPS average and 50FPS minimum. So not quiet "never drop below 60fps" but rather close and in most instances the framerate will be over 60FPS. That saidf, I wouldn't recommend going for a system with these exact specs - however a current gen CPU and GPU on the same performance level would be a good bet.

However, if you plan to spend so much money on a PC gaming rig then it would be strongly recommended to invest in a 120Hz monitor like this one, as FPS games will look much better on such a screen. So the 60fps Vsync limit won't apply.
 
Regarding 120hz monitors.

Am I right in thinking that if V sync is enabled but you don't hit a minimum of 120 fps at all times, during frame rate dips bellow 120 fps the frame rate will drop to 90 fps (tripple buffer enabled) or 60 fps, which will cause noticeable stuttering?
 
Most likely, yes. However unless you have a really mega PC you really wouldn't want to enable vsync on a 120Hz monitor.

These monitors really are fast enough that for the most part Vsync is unneeded.
