Yep its law in france already (Sarcosy endorsed it)
It does violate EU human rights bill though (right to privacy i think) so it shouldnt be passed and given the current structure of the EU shouldnt be enforced (the cant get the new constitution though which probably would enable this to pass though quick so you know).
edit: personally what i fined more alarming is the potential for governments to state using program X is illegal. Bittorrent is a completely legitimate file sharing system, its people abuse it.
That BBC article has to be the worst piece of journalism I've read for ages. It announces on July 7th that there will be a vote on July 7th then goes on to quote every man and his dog in a pub but doesn't follow through what the outcome of the vote was. What is wrong with journalists these days...
Is this not some sort of breach of privicy? This would mean that even if you werent involved with anything dodgey you could still be being monitored. And if they have access to IP what else are they doing? Next they will be looking at your computer and whats on it.
